Kress B.6944.The first edition of the same year is 27pp as opposed to 34pp; the report of the Commons Committee being added to this edition. Supporters of the make-work schemes differed in their awareness of the arguments by Malthus and others against them. Others admitted the need to avoid competing with free labour.
