Quarto broadside approx. 9¾" x 8", two small losses in the left margin, else very good. A declaration that violations and attempts to defraud have increased since the advent of the cheap postage system, which "has removed every reasonable excuse for violating or evading the law." The cheap postage system was adopted after the efforts in 1844 of Lysander Spooner challenging the federal postal system. W.J. Brown was Secretary of State of Indiana 1836-1840; a member of the State House of Representatives 1841-1843; elected as a Democrat to the Twenty-eighth Congress (March 4, 1843-March 3, 1845); appointed Second Assistant Postmaster General by President Polk and served from 1845 until 1849; and elected to the Thirty-first Congress (March 4, 1849-March 3, 1851).
