A printed, folded copy of the Act begining: "[.] Be it enacted by the Senate and House of Representatives of the United States of America in Congress assembled, That section forty-five hundred and sixteen of the Revised Statutes of the United States be, and is hereby, amended to read as follows: "Sec. 4516. In case of desertion or casualty resulting in the loss of one or more of the seamen, the master must [.]". 7 1/2 x 10 3/4", 19pp. Paperclipped to front is a smaller sheet of stationary with printed letterhead: United States Senate, Committee On Commerce. Signed by Peter M. Rigg, a copy probably belonging to Theodore E. Burton (1851-1929): "was a recognized authority on river and harbor improvements and economic, monetary, and banking legislation. As a Republican, he served in the U.S. House of Representatives from 1889-91, 1895-1909, and 1921-28 and was U.S. senator from Ohio from 1909-15 and from 1928 until his death.
