The likely recipient of this book was Richard Ward [1749-1814], of Trinity College, Cambridge. Heslop, an Anglican priest, was educated at Corpus Christi College, Cambridge and held a number of positions there. Goldsmiths'-Kress Library of Economic Literature 17598.
