About the Author: W. Allen Wallis was Chancellor and Professor of Economics and Statistics at the University of Rochester. He was previously on the faculties of Yale University, Stanford University, and the University of Chicago, and has worked for the National Bureau of Economic Research, the Office of Scientific Research and Development, and the Ford Foundation.
