Opuscolo redatto un anno dopo la battaglia di Lissa, dove la mancanza di agilità nella manovra dei bastimenti, oltre ad altri fattori, determinarono l'esito della battaglia. Per questo l'autore propone di aggiungere oltre al timone, per le manovre veloci di attacco, l'applicazione dell'idea del fisico Daniele Bernouilli cioè aggiungere ai "legni", a vapore l'uso di una tromba che innalzasse l'acqua del mare per respingerla con violenza dietro il naviglio.
