The process proposed in hr. 4481 would require a Commission on Base Realignment and Closure, appointed by the Secretary of Defense, to review all military installations in the United States before December 31, 1988, and to transmit a report to the Secretary by that date with recommendations on the installations that should be closed or realigned. (in fact, such a Commission was appointed by the Secretary in May of 1988, before consideration of this legis lation, and it has begun holding hearings.) The Secretary would be required either to totally accept or total ly reject the Commission's recommendations. If he accepted them, he would be required to begin the closure and realignment process no later than September 30, 1991, and complete it no later than September 30, 1995.
