In spite of all the critical events of the past sixty years, the outbreak of the First World War still seems of exceptional importance and marks the moment after which things were never to be the same again, the starting point for the upheavals and sufferings, the revolutions and wars which we have since experienced. It was the end, or so it now seems, both of the age of liberalism and of the unquestioned domination of Europe over the rest of the world. Moreover, the opening of the government archives in Germany, in Britain and, most recently, in France, as well as the ever-growing volume of material from other sources, has obliged historians to look again in the light of the new evidence at the old arguments about responsibility for the war and the continuity of foreign policy between one generation and another; and this in turn has led to fresh controversies and renewed discussions. This is one of the most interesting and original of those which have appeared since the reassessment of war aims in the First World War began in the early 1960s. By his careful and perceptive analysis of the sources, and especially of the material in the German archives, the author has shown how the nature of the war, and with it the nature of its historical consequences, had changed within six months of its beginning. The strategy and the diplomacy of the war had everywhere been based on the assumption that the war would be a short one. The French soldiers scribbled A Berlin on the railroad coaches taking them to the front; the British assured one another that "It will all be over by Christmas"; the Germans expected a "bright and jolly" (frisch- frohlich) war. Within a few months, however, these hopes were buried in the mud of the Western Front, and a new, total war had to be planned. The result was not only that the war permanently affected the social and economic organization of all the belligerent countries, but it also changed the nature of international relations. Like almost all the other aspects of government, diplomacy was never to be the same again.
