When Baron Friedrich vom Stein took over the leadership of defeated Prussia in October 1807, the country's territories had been halved, its prewar resources squandered. Prussia's institutions were bankrupt, as was its treasury, and its existence was continually under threat in a Europe dominated by Napoleonic France.
