Born in 1840, Otey hailed from a distinguished family of military and political figures, which shaped his own path. He was a graduate of the Virginia Military Institute and served in the Fifty-first Virginia infantry, eventually rising to the rank of major in the Thirtieth Virginia Battalion. Otey's impressive military career continued through the Kanawha Valley campaign, the Battle of Fort Donelson, the Battle of Shiloh, and the Battle of Cedar Creek. After the war, Otey engaged in various business ventures, including insurance and banking, before entering politics. He was elected to the House of Representatives in 1894, where he established himself as a dedicated public servant. He was known for his hard work, attention to detail, and willingness to assist his colleagues. His genial personality and commitment to Virginia made him a beloved figure both in his home state and in Washington, D.C. Otey's life serves as an example of bravery, perseverance, and public service. This book honors his legacy, highlighting his contributions to his community and his nation, making it a valuable resource for anyone interested in American history, biography, or the evolution of politics in the United States.
