It was designed to be mailed to fans and this one includes the envelope addressed to Mrs. Charlie Orr in Chatham Hill, VA. There is no date but Odie had gone off to join the army, so I'm guessing early in WWII. The booklet is VG+. lightly toned with a little edge wear. The envelope is G with a number of small tears and soil. There is no publication information, but it may have been produced by WSM.
