Fils du "grand" Casimir Périer, ayant fait ses études à Grenoble, Auguste-Victor-Laurent Périer dit Casimir-Périer (1811-1876), député de l'Aube à l'Assemblée législative, fut un des opposants au coup d'Etat de décembre 1851. Incarcéré quelques jours au Mont-Valérien, il fut ensuite rendu à la vie privée, mais chercha à retrouver un rôle politique. Conseiller général de l'Aube en 1861, il chercha donc à reconquérir un siège de député. Il se présenta dans la 1ère circonscription des Basses-Pyrénées (Pau), vacante, et fut élu le 4 novembre 1865. La même année, il devint maire de Pau. La chute de l'Empire le rendit à la vie privée.
