Monografia alla celebre produzione caricaturale del grande caricaturista ed illustratore italiano, Casimiro Teja, noto anche con il nome d'arte "Puff" (Torino, 1830 - 1897) che fu tra i principali illustratori del celebre giornale satirico, "Il Pasquino" oltre che collaboratore del "Fischietto", della "La lanterna magica", de "Le scintille" e dello "Spirito Folletto". A lui si deve la celebre frase Piove, governo ladro!, apparsa in un Pasquino del 1861 in occasione di una manifestazione di mazziniani andata a monte a causa della pioggia.
