Les résultats de nos analyses de terrain, effectuées auprès de 102 MPE, démontrent que les politiques DSP, centrées sur l'amélioration de l'environnement et la promotion de l'initiative privée, ne correspondent que partiellement aux besoins réels des MPE. Parmi celles-ci figure un segment inférieur, de nature informelle, possédant des situations précaires (faible niveau d'activité, isolement) et de l'autre côté, un segment supérieur qui,en raison d'un niveau d'activité plus élevé (clientèle élargie et diversifiée), ont choisi de respecter les différents critères formalité.
