See Elton's entry in the Oxford DNB. He first served as a Conservative MP for Somerset in 1884-5, and the present item was composed during his second term, 1886-92. No title-leaf: drop-head title. At foot of first page: 'A 55729. 30.?1/89. Wt. 6590,'. Introductory section credited on p.30 to 'Charles Elton. / B. F. C. Costelloe, / Assistant Commissioner.' Folio, 231pp. In vellum half-binding, with marbled boards and tooled spine with red leather label and title in gilt. Inscribed at head of first page: 'from Mr. C. Elton. Jan. 14. 1890 / to W. Bliss'. Armorial bookplate of William Bliss on front pastedown, above another inscription from Elton: 'from Mr. Elton / 1890'. In good condition, lightly aged, in lightly-worn binding. A dense and learned document, filled with facts and citations. With a couple of pencil annotations. Loosely inserted is an 8vo leaf of manuscript (by Bliss?), headed 'English equivalents from / Elton's Report on Markets and Fairs.' With list of twenty examples in a column.

A gorgeous example of the colour printing skills of William Griggs with a full colour illuminated dedication page, frontispiece of The Royal Library, Windsor Castle, 21 pages of text with different colour illuminated chromolithographed borders followed by 152 full-page chromolithographic illustrated bindings. Tipped to the top of the front free end paper is a hand written letter on Windsor Castle headed note paper from the author concerning the publication of this volume dated 2nd November 1889, some three years before it went to press, SIGNED by the author 'R. Holmes'. From Lord Balfour's private library with pencil note to this effect inside the rear end paper. Neatly repaired tear across the top quarter of the spine, contents without any foxing in very near Fine condition. In den WarenkorbTotalling 5pp., 4to and 3pp., 12mo. The six items in good condition, on lightly-aged paper, with the first three in autograph and the last three (from Broadcasting House) typed. Hill begins the first letter (22 April 1963) with the assertion that he is 'taking heed' of Massingham's 'stimulating advice', and this sets the tone of the whole correspondence. In the same letter he reports that he has finished an 'unexciting piece on the Post Office', and that he is recasting two chapters (of his memoirs 'Both Sides of the Hill', published the following year): 'I recognise their particular importance & I will send the rewritten chapters back to you in a week or so.' He concludes: 'Our collaboration is helping me enormously as I expected.' The last four letters, all from 1968, would concern the second volume of Hill's memoirs, not published until 1974, as 'Behind the Screen'. They contain references to Graham Watson, Denis Hamilton and Hill's and Massingham's 'agent for the arrangement with the Sunday Times' regarding the first volume of memoirs, Dwye Evans. There is also a discussion of 'a tax point': 'A volume of memoirs is, as you know, counted as the publication of one's papers and so a capital exercise and is tax free. This is Volume 2 and there is no reason, I suppose, why it will not be regarded in the same category as Volume 1. But if we sell direct to a newspaper they are, I suppose, buying articles rather than book instalments.' On 6 August 1968 he states that his 'immediate reaction on reading that sneering piece in the Sunday Telegraph on "broadcasting and the Public Mood" was that I didn't want to go on with the piece. Perry Worsthorne's piece was excellent even if it was critical'. In the final letter (16 September 1968) he praises an interview with Massingham as 'very helpful to me. Your competitors are not pleased!'.
