Mr. J.F. Loubat was appointed commissioner to the Paris World Exhibtion of 1867 by the American Secretary of State William Seward. (1801-1872). This was obviously not appreciated by John Bigelow (1817-1911) American ambassador in Paris. There developped a ''diplomatic'' row which ended with a formal complaint by J.Loubat at the American Congress.
