En effet, la tranquillité, le bonheur, dont la France commençait à jouir ; la comparaison qu'il était si facile de faire entre un gouvernement paternel et l'épouvantable tyrannie, qui avait si longtemps pesé sur nos têtes, me paraissaient devoir dissiper tous les regrets qui pouvaient rester dans quelques esprits. Mon opinion fut aussi celle du censeur qui me fut donné ; et cet opuscule, dont on voulut bien faire l'éloge, resta dans mon portefeuille. Le malheur de la Patrie a voulu que les mêmes circonstances, qui avaient dicté mon écrit, se soient reproduites. L'homme, qui a deux fois appelé l'étranger sur notre territoire, n'était donc pas assez connu, puisqu'il a pu faire encore des dupes ; car je ne parle pas de ses complices. Je crois donc remplir un des devoirs du citoyen en contribuant à déchirer le masque dont cet audacieux s'est couvert. Puisse ma Patrie agréer ce témoignage d'un zèle qui m'aura procuré l'honneur d'être inscrit sur des listes de proscription, si les registres de la direction de la librairie et le rapport du censeur ont été mis sous les yeux du tyran, dans le cours déplorable de son usurpation de trois mois ! Je prie le lecteur de ne pas perdre de vue que cet ouvrage a été fait en 1814, et que je n'y ai rien ajouté depuis." (Avertissement). Étienne-Michel Masse, né en 1778 à La Ciotat (Bouches-du-Rhône) et mort en 1862, fut un magistrat et homme de lettres provençal, actif sous la Restauration et la monarchie de Juillet. Formé au droit, il occupa plusieurs fonctions judiciaires dans le Sud de la France, où il fut réputé pour la fermeté de ses convictions monarchiques et pour son hostilité profonde envers les excès révolutionnaires. Écrivain politique engagé, Massé publia cette brochure à l'âge de 37 ans. Les Jacobins et Buonaparte, rédigé dès 1814, analyse la continuité entre la dictature révolutionnaire et le despotisme impérial. Sa plume, vive, pamphlétaire et nourrie d'une grande érudition historique, en fait un témoin précieux de la sensibilité royaliste méridionale au lendemain de l'Empire. Masse appartient à cette génération d'auteurs provinciaux qui, après les bouleversements de 1789-1815, cherchèrent à restaurer la mémoire monarchique et à défendre un idéal d'ordre, de paix et de légalité.
