Professore in economia politica e dottrina della società all'Università di Brünn e poi a quella di Vienna fino all'Anschluss, egli affronta i temi della fine degli imperi centrali e dell'identità germanica, della crisi economica e della rivoluzione bolscevica alle porte. La sua opera Il vero stato rappresenta uno del capisaldi della cosiddetta Rivoluzione conservatrice e il manifesto del neoromanticismo politico: in polemica sia con l'individualismo dei sistemi liberaldemocratici che con il collettivismo marxista. Spann sviluppa la concezione di una società strutturata in ceti che si auto-amministrano e in cui lo stato rappresenta il ceto supremo (Ständestaat). La popolarità di cui godrà negli anni venti e trenta nei paesi di lingua tedesca e nell'Italia fascista sarà anche la causa della sua rovina.
