It seems to me that what he is discussing is the Cathode Ray ("kathodenstrahlen"), which he names in 1876 (and which had been known since 1869 [Parkinson, Breakthroughs] though it seems as though he does not use the term here. Preston also seemed to be the first (1885) to recognize the redundancy of Michael Faraday's explanation of electromagnetic induction. Einstein recognized a similar problem in his paper On the electrodynamics of moving bodies (1905)."
