Nachdem die Wehrmacht im Mai 1940 Frankreich überfallen hatte und schnell bis in den Westen vorgestoßen war, erhielt die deutsche Kriegsmarine ihren lang ersehnten Zugang zum Atlantik. In Brest, Lorient, St. Nazaire, La Pallice und Bordeaux baute sie die bestehenden Häfen zu Stützpunkten aus. 45000 Arbeiter der Organisation Todt ließen dort gewaltige Bunkeranlagen entstehen, in denen bis zu 20 U-Boote gleichzeitig gewartet und repariert werden konnten. Die Bunker waren so massiv, dass sie die alliierten Bombardierungen nahezu unbeschadet überstanden, während die Städte um sie herum in Trümmer fielen.
