Para hacer frente a la crisis de la COVID-19, y otras epidemias o pandemias que puedan surgir, la Unión europea ha diseñado y puesto en marcha un nuevo organismo, inspirado en la agencia norteamericana (BARDA). La nueva estructura comunitaria (Autoridad Europea de Preparación y Respuesta a Emergencias Sanitarias: HERA), será un organismo interno de la Comisión europea.
