The 1969 study, The Negro Law Enforcement Officer in Texas, was influenced by the Civil Rights Movement and the racial discrimination present in Southern institutions, including police departments, during that period. It identified a pattern in the hiring of Black police officers correlated with a jurisdiction's environment and size, also noting several advantages to employing them.
