Pero el funcionamiento del PDS está paralizado por errores de inclusión, la naturaleza urbana sesgada del PDS, las fugas de productos básicos al mercado abierto, la asignación inadecuada, la peor calidad de los cereales alimentarios, la corrupción en la elaboración de las tarjetas de racionamiento, la incapacidad de los pobres para comprar artículos subvencionados, etc. En muchas zonas remotas del país, como en el caso de Odisha, el PDS no funciona eficazmente y no logra alcanzar sus objetivos. Estas cuestiones se examinan en detalle en este libro.
