San Francisco Police Number 60747. "Arrest. Hold. We will extradite." Description: "Jew, 33 years, 5 feet 10 inches, 160 lbs., Dark complexion, black hair (slightly wavy, parted on left side). In May 1948, federal Treasury Department agents arrested Cooper in New York for tax evasion: defrauding the U.S. government out of $692,269 between 1943 and 1945 by setting up fictitious addresses and renting vacant stores across the East Side to mask his merchant invoices. At his 1948 arraignment, federal prosecutors successfully argued for immediate detention, citing his prior "criminal record in Los Angeles" and high flight risk due to his history of operating under aliases across multiple states. Following his May 1948 federal arraignment for the tax evasion scheme, he was convicted and sentenced to federal prison. Released by 1952, he orchestrated a new fraud: Working under a commercial operation called the Delco Company, he claimed to be shipping massive freight orders of high-value ballpoint pens to midwestern merchandising firms. The entire operation unraveled by accident when an American Railway Express handler dropped one of Cooper's heavy cargo cartons. The box broke open, revealing candy kisses and old newspapers instead of ballpoint pens. He had been using fake invoices and forged express agency receipts to back up his shipments. He used these fraudulent receipts to borrow nearly $250,000 from a commercial lending house to "finance" his fictional inventory. In October 1952, New York District Attorney Frank S. Hogan indicted Cooper for grand larceny and forgery, citing a localized loss of $36,190 directly stolen from the commercial firm. He pleaded not guilty before Judge Harold A. Stevens in the Court of General Sessions, claiming he desperately "needed the money to save his business." He was convicted and sentenced to a multi-year term in a New York state penitentiary. Following this prison sentence, Cooper faded away, leaving a bizarre legacy in American fraud history - evolving from a 1940 small-time auto or property thief in L.A. to a high-rolling Manhattan swindler who tricked a major commercial finance firm using nothing but forged freight slips and boxes of cheap candy and old newspapers. Cassel formerly conducted a ticket agency and banking business at 244 Front Street, this city, and left here February 24th, and is alleged to have defrauded numerous people (Polanders and Russian Jews) out of thousands of dollars. He was also interested in a like business at Lawrence, Mass., both offices were conducted under the name of "Herman Cassel & Co.," Cassel running the business in this city, and one Joseph Kaplan conducting the office at Lawrence. Cassel is described as being about 35 years old, 5 ft. 7 in. tall, 145 lbs. weight, sallow complexion, dark hair and small dark moustache, bald on front part of head; is a Russian or Polish Jew, talks very good English. Kaplan is described as being 24 years old, looks a little older, 5 ft. 11 in. tall, very stout, weighs about 230 lbs., full round face, very thick lips, medium complexion, dark hair; was born in this country, is of Jewish descent. John E. Sheehan, City Marshal of Lawrence, Mass., holds warrant for Kaplan's arrest for the larceny of $200.00.Cassel and Kaplan are probably together and are, so we are informed, endeavoring to sail for England; they may, or may not be accompanied by Cassel's wife and daughter who are described as follows: the wife is 32 years old, 5 feet 4 in. tall, slim build, dark eyes, dark hair, dark complexion with Jewish features; dresses fashionably and is stylish in appearance; the girl is 8 or 9 years old, small for her age, very dark complexion, and has Jewish features. Thousands of unregulated, unchartered neighborhood banks" operated in immigrant enclaves, serving as vital community hubs before frequently collapsing due to speculation, mismanagement, or intentional "bank-wrecking" scams. Mainstream American commercial banks in the early 20th century generally required English fluency, had business hours that conflicted with manual labor shifts, and outright refused to service low-wage foreign laborers. It highlights the high-profile media and police response to an interracial marriage ending in homicide during an era of profound racism. Jones was born in Missouri c. 1873, moved to Cincinnati, worked as coachman and teamster (a driver of horse-drawn wagon teams). In 1905, he shot a Cincinnati police officer and served 5 years in the Ohio Penitentiary. Shortly after his release, on May 31, 1910, he was arrested for assault and battery of a local white woman. The case was dismissed without prosecution. He married Bertha Courtney (referred to in local records as Bertha Jones). On July 14, 1911, Bertha disappeared. On August 4, her decapitated body was discovered in a sewer line in Norwood, Ohio. Police Chief William H. Jackson released this circular on August 8, 1911. Investigators theorized that Jones was a serial killer, connecting him to other local homicides, including the death of an associate, black man named Charles Johnson, who helped Bertha leave Jones. After the discovery of Bertha's body Jones fled to Canada, using the alias "William Campbell" in Montreal. There, in August 1913, Jones (now Campbell) slit the throat of George Muir, the ex-boyfriend of his new girlfriend, Lillie Jackson. He was arrested by Canadian authorities. He was arrested in Montreal for Muir's murder. Ohio never extradited him for Bertha's murder because Canada hanged him on Jan.24, 1914 for George Muir's homicide.
