Though Haffen believed he had the authority to do what he did, the author argues that the evidence suggests otherwise, pointing to the fact that Haffen's actions mostly benefited contractors who were his friends or donors or who used their influence to have their penalties excused. This book is an important contribution to the study of political corruption, illuminating a period in New York City history when politicians acted as if they were above the law.
