Nonetheless, it was discovered that the attitude towards e-learning is promising and there is a bright promise toward the e-learning revolution in East Africa. Universities need to make a clear move on the ICT choices, commitments, communities, curriculum and creatively become consistent in an attempt to reap from technology in leveraging teaching and learning in higher educational institutions.
