"The Chittagong Hill Tracts is located in the southeastern part of Bangladesh bordering India s Northeastern region and Arakan province of Myanmar (Burma). It is inhabited by various ethnic groups the most important of which are the Chakmas, the Marmas, the Tripuras and the Mros. Together, they constitute approximately one percent of the population of Bangladesh but on account of their distinct language, ethnicity, religion and social structure, they present a challenge to the integration and development effort of Bangladesh. The Parbattya Chattagram Jana Samhati Samity (PCJSS) the Hill Tracts Peoples Solidarity Association formed in 1972 is the representative body of all the ethnic groups of the region. Very little was known about the various facets of the development process or of the obstacles to development in the Chittagong Hill Tracts. The signing of the Peace Accord between the Government of Bangladesh and the PCJSS in December 1997 has created a favourable atmosphere for the development of the region. It is similar in concept to human binocular vision useful for three dimensional scene reconstruction. This research presents a novel stereo vision technique with a fast left-right searching for stereo matching. The system has been furnished with the disparity estimation of the image sequences using the sum of absolute differences (SAD) and sum of squared differences (SSD) methods and reconstruction of the 3D scene from the obtained disparity map. This research presents three major contributions: (i) the implementation of a fuzzy filtering to reduce additive noises from the stereo images, (ii) the development of a fast stereo correspondence estimation method called ¿left-right searching¿ that increases matching accuracy and reduces computation time substantially with no appreciable degradation of accuracy, and (iii) the development of a new stereo based model for 3D scene reconstruction. The model performs well in emulating the previous allocation process and can be tested with any datasets. Moreover, a framework has been developed to measure the consistency of allocation decision which is expressed in a consistency index.Decision making in water allocation process to irrigated agriculture is a complex job due to the increasing demand of competing sectors and the uneven distribution of usable water resources both in time and in space. One of the most important parts of this job is the quantification of the available water from all sources to meet the demand to the end of the irrigation season. In doing so, decision makers are often very conservative to increase the reliability of allocation process and decrease the probability of damage associated with failure to deliver the allocated water.The water allocation process in the Murrumbidgee region is well monitored, and follows an established set of clear rules and supported by various hydro-meteorological data. Despite this, the water allocated to irrigated agriculture, in particular to annual crops, is often conservatively low at the beginning of the season. This allocation will then be increased, as a results of the revision of allocation volumes all through the cropping season. As a consequence of these inconsistencies between the initial and the final allocation of water, the optimal benefit from the available water is hampered.

Neuware -The rate of reduction of iron ore-graphite composite pellets under inert and reducing atmospheres has been investigated in a tailor made thermo-gravimetric packed-bed reactor. A very low overall apparent activation energy estimated from experimental data indicates that the reduction is not chemical kinetics controlled. A kinetic model has been developed to quantify the temporal evolution of different iron oxide phases and metallic iron. The rate-dependent parameters (frequency factors and activation energy) have been estimated from experimental data by applying an optimization tool (Genetic Algorithm). The predicted phases at various degrees of reduction were verified by X-ray diffraction and metallographic investigation. A simplified thermal model has also been developed to show the role of heat transfer on the kinetics of the reduction process under inert atmosphere.
