This book attempts to describethe main causes of Black economic disparity, presents a plan to address the disparity,and proposes a comprehensive plan of execution.Essentially, the solution proposed is a Plan for Black Reparations. However, no fi nancialpayout to individual African Americans is proposed. What is advocated is signifi cantreform in several of the community services used by and that aff ect African Americans.These include access to mental health services, reforms in the delivery of childcare,welfare, educational, and criminal justice services to the Black community; incentivesfor both Black marriage and home ownership, and fi nancial literacy. The execution ofthe plan involves pre-qualifi cation and a strict adherence to basic bookkeeping andtime-honored business practices; following a prescribed set of rules and regulations toensure fi nancial transparency and a set of measurable goals to make sure that the Planis moving toward closing the gaps in African American economic disparity.…

This is his perspective of Southern culture, politics, and race relations from an outsider's viewpoint. Eventually, Rod Nicholson and his family moved to the quaint little town of Terry, MS. Less than two years after arriving in Terry, Rod was encouraged to run for and won a seat on the town's Board of Aldermen. Four years later, Rod ran for Mayor becoming the town's first African American Mayor. Mayor Rod Nicholson was re-elected to two additional four year terms in a town with roughly an even distribution of black and white residents.For a number of years, things appeared to go smoothly for this part-time Mayor. Being a Civil Engineer by training, Mayor Rod had a skill set that enabled him to successfully secure funding for a number of much needed infrastructure improvements for this town that seemed to have a lot of potential but apparently had languished in neglect for decades.
