The author's goal was to understand how the children of laborers, paupers, criminals, and the vicious were being educated, and whether the system met their needs. His research included surveys and questionnaires distributed to headmasters and working-class parents of all income levels. The author found that the existing system failed many of these children, and argued that education was a necessary investment in elevating the poor out of poverty and reducing crime.
