However, many challenges have been impairing this effort; not to mention the others, the proliferation of small arms such as assault rifles, grenades and pistols, has been threatening the security of the people. These small arms have been proliferating in post-conflict Cambodia as a consequence of conflict erupted in the late 1960s when the Vietnam War spilled over Cambodia. They have been instigating crime, violence and social disorder, which are the signal of future destabilization. Realizing these consequences, the government of Cambodia together with civil society, donor countries, and other stakeholders undertook a series of activities to control small arms proliferation, particularly the passing and putting into practice of the Law on the Management of Weapons, Explosives and Ammunition in 2005. Even though many efforts have been carried out, there seems no positive impact on the society as crimes, political violence, and other human rights violations still exist.

It is the seaway everyday passed by many ships trading across the region and continent. Conflict in the South China Sea really affects both regional and international stability. Thus, the study of and seeking appropriate solutions for the Spratly Islands conflict are important at least for two reasons-ensuring both regional and international security and peace, and promoting regional cooperation. The incipient and latent conflict root is believed to be originally dated back to the 1930s; however, in this paper, the scope of analysis will be solely limited from 1969 up to present. 1969 was chosen as the starting point for analysis because it is the year that the manifest conflict started to erupt as the oil was first discovered in the Spratly Islands. Spratlys are invaluable resource in terms of not only oil, gas, seafood and natural resources, but also strategic location that all the claimants have been trying to achieve. So far, some efforts of preventing conflict have been tried, but the conflict still exists due to realistic interests of all the claimants, significantly China. Today, all parties have a vested interest in a peaceful resolution of the dispute; however the prospects for resolution seem low, while the potential for conflict remains and can grow.

The thesis initially seeks to examine the nexus between foreign aid and corruption in Cambodia since 1993, the time when a huge influx of foreign aid injected into the country following the withdrawal of UNTAC, then explores if the correlation of the two encourages the propensity of civil war, and ultimately analyzes if the onset of civil war is attainable in the case that the propensity of civil war is feasible. Drawing from the analysis, the thesis concludes that 'Foreign aid, particularly loans, indirectly instigates civil war by partly generating corruption, particularly political corruption, because corruption makes aid ineffective in contributing to economic growth and poverty reduction, while encourages huge economic inequality and chronic poverty, which makes Cambodia more vulnerable and prone to civil war'. However, the civil war in Cambodia is manifested or not depends on the motivation and initiative to be resisted and the means of financing the resistant group. Given the status quo of Cambodia, it is possible that the prominent opposition groups such as the opposition political parties can initiate the resistantmovement; but it seems improbable. Concerning the ways of financing the rebel movement, by applying the Collier and Hoeffler Model of Civil War, although the opportunity of recruiting the members of the rebel group, the given natural geography, and the cohesion of the movement seems merely attainable, the way of financing the rebellion, through three fundamental means-extortion from the primary commodities-natural resources, donation from diaspora, and subvention from hostile governments-is unlikely feasible. If motivation and finance were not achievable, the rebel movement could not even be formed. However, sometimes unpredictable things might happen.

The thesis initially seeks to examine the nexus between foreign aid and corruption in Cambodia since 1993, the time when a huge influx of foreign aid injected into the country following the withdrawal of UNTAC, then explores if the correlation of the two encourages the propensity of civil war, and ultimately analyzes if the onset of civil war is attainable in the case that the propensity of civil war is feasible. Drawing from the analysis, the thesis concludes that ¿Foreign aid, particularly loans, indirectly instigates civil war by partly generating corruption, particularly political corruption, because corruption makes aid ineffective in contributing to economic growth and poverty reduction, while encourages huge economic inequality and chronic poverty, which makes Cambodia more vulnerable and prone to civil war¿. However, the civil war in Cambodia is manifested or not depends on the motivation and initiative to be resisted and the means of financing the resistant group. Given the status quo of Cambodia, it is possible that the prominent opposition groups such as the opposition political parties can initiate the resistantmovement; but it seems improbable. Concerning the ways of financing the rebel movement, by applying the Collier and Hoeffler Model of Civil War, although the opportunity of recruiting the members of the rebel group, the given natural geography, and the cohesion of the movement seems merely attainable, the way of financing the rebellion, through three fundamental means¿extortion from the primary commodities-natural resources, donation from diaspora, and subvention from hostile governments¿is unlikely feasible. If motivation and finance were not achievable, the rebel movement could not even be formed.
