The planet seems to be peaceful enough. Alban soon learns that the invaders are still active and have changed tactics. Merta is still the target. In addition, the Mertans have not recognized that the previous attack, thought to have failed, was more successful than they knew. How do you address the results of an invasion fifty years old when you do not know it succeeded.
