(in which the author for the most part addresses our solar system, and although he doesn't seem t care for the idea of life on Mars admits that it is the best candidate for extraterrestrial life nearby). This is the whole issue for February 1917, extracted from a larger bound volume. This comes with the front (though not rear) wrapper, which is evidently uncommon.
