Der Band fragt am Beispiel der Tschechoslowakei und der DDR zum einen nach staatlichen Vorstellungen, Strategien und Praktiken bezuglich der Gewahrleistung von Ordnung und Sicherheit, zum anderen nach Formen von abweichendem Verhalten bzw. Straftaten im Staatssozialismus. Erortert werden dabei die Rolle der Polizei, ihre Darstellung in Spiel- und Fernsehfilmen, das Gefangniswesen sowie Jugendkriminalitat, Wirtschaftskriminalitat und weitere Formen devianten Verhaltens. So stehen vordergrundig oder tatsachlich "unpolitisch" motivierte Norm- und Gesetzesverletzungen sowie deren Pravention und Ahndung zur Diskussion - und damit wichtige Themen der Gesellschaftsgeschichte des Staatssozialismus.
