In diesem Zusammenhang untersucht das Papier die Bürgerbeteiligung anhand zweier geberfinanzierter Programme in Indien und Angola. Außerdem werden spezifische Konzepte analysiert, die mit der Bürgerbeteiligung bei der Gestaltung, Planung und Umsetzung von Programmen verbunden sind. Dementsprechend ergab die Studie, dass beide Projekte das Leben der Menschen verbesserten und eine Reihe von Bedürfnissen erfüllten, wie z.B. die Einrichtung von Kreditsystemen, Schulen und Ausbauprojekten zur Elektrifizierung. Nichtsdestotrotz gab es Herausforderungen wie die geringen Kapazitäten der Bürger und lokalen Gremien sowie die mangelnde Koordination der institutionellen Akteure. Trotz der Vorzüge sollte Partizipation nicht verpflichtend sein, sondern selektiv eingesetzt werden. Darüber hinaus wurde die Bedeutung der Kommunalverwaltung für die Entwicklung des Gemeinwesens deutlich und die Notwendigkeit, sie mit personellen und finanziellen Ressourcen auszustatten.
