Unique édition. Le publiciste et germaniste Eugène Seinguerl…et (1827-1887) avait été arrêté pour avoir pris part, en décembre 1851, à la résistance contre le coup d'État de Napoléon III. Condamné à la déportation à Cayenne, la décision de la commission mixte fut commuée, au dernier moment, en bannissement, et il put continuer ses études à Heidelberg. C'est de ce premier séjour germanique qu'il rapporta les données qui servirent à montrer la possibilité d'un crédit populaire, vulgarisé en France par Proudhon, mais que son incapacité avait précipité dans le ridicule, pendant que se fondaient outre-Rhin des établissements solides.On méditera ces quelques traits introductifs sur la politique en Allemagne : "Le tempérament politique n'y est jamais révolutionnaire, même pendant les révolutions, et le progrès n'appelle pas la violence à son aide. On attend volontiers du temps ce que nous demandons à la force. L'Allemand n'avance dans la voie des réformes qu'à pas comptés, avec une gravité un peu compassée ; il répugne aux improvisations de la rue et ne brusque pas par des coups de tête les destinées nationales.
