Topics covered include Dedication, Editor's Introduction, The Paternalistic Tradition and Russia's Transition to Literal Democracy; The Military ands Politics in Thailand; The Role of Media in Strengthening Democracy; Democracy and Economic Development: A Comparative Perspective; Korea's Democratic Experiment: 1987-1991; Building an Efficient Civil Service for Philippine Democracy; and Democracy and Economic Reform in Mexico. Also includes a list of contributors. The Asian Center was a reflection of the changes in Asia manifested by the overthrow of Marcos and the election of Corazon Aquino. It was located in Manila. This issue of Democratic Institutions may be the only issue produced, since Internet research has not located any references to subsequent issues. Christopher J. Sigur was president of The Japan Society of Northern California. He was a Japan-based consultant on Asian affairs (1995-97), vice president for Asia at the Carnegie Council on Ethics and International Affairs (1989-95), and director of training and outreach at the Japan Society in New York (1979-87). The mission of Carnegie Council is to inspire and guide debate, and to educate the public on ethical choices in matters related to global affairs. Since its founding by Andrew Carnegie a century ago, it has been one of the world's top creators of nonpartisan educational resources on international ethics used by professionals, journalists, educators, students, and the greater public. Carnegie Council's public education programs aim to make the moral dimensions of international issues more visible and accessible to students, scholars, and the general public.
