[Rubber stamp impression:] JUN 20 1908 POST O…FFICE DEPARTMENT OFFICE OF INSPECTOR IN CHARGE. KANSAS CITY, MO., JUNE 11, 1908. Charles Savage is wanted at Kansas City, Mo., for the theft of registered mail pouch containing a large amount of currency, at the Union Depot, on the night of June 6, 1908. Savage was at Denver, Colo., on the 9 instant, spending money freely, buying diamonds. He is probably traveling in Pullman cars accompanied by a woman. He is an old offender in this line and has served sentences for theft of registered mail from post offices, and is wanted also at Denver for stealing pouches. He is likely to have a large amount of money on his own person or on that of his woman companion. In addition to the standing reward for arrest and conviction the Department will pay, for information leading to arrest. If apprehended, hold, and wire the Inspector in Charge, Kansas City, Mo. W. J. VICKERY, Inspector in Charge. [Description below the mugshot]: Charles Savage, alias Charles Stevens, colored, very dark, age 33, height 5 feet 10 inches, weight about 170 lbs., heavy build. Vac. mark and cut scar 1B above elbow-out. Enlarged joint on right of right wrist. Cut scar on bridge of nose. Cut scar 2x3 on corner of right eye brow. Cut scar 2x3 on forehead 1½ to right of Med. line." Charles Savage was a notorious career train burglar and mail thief specializing in railroad hubs. Long before the 1908 heist, and also after it, he had an extensive criminal record under multiple aliases (including Charles Stevens) and served multiple prison terms for the same offense. He frequently targeted high-value registered mail sacks transitioning through busy western train depots like Denver and Kansas City. While the wanted poster indicates he was spending money freely on diamonds in Denver, postal inspectors tracked him right back to Kansas City, where he was arrested, on July 25,1908. Savage had secretly returned to the scene of the crime to stash his loot for the long term until his release from prison, if he were to get caught. He hid it near the Kansas City railway tracks and Union Depot grounds. Inspector Vickery subjected Savage to grueling interrogation following his arrest until he broke and told them where he hid the $50,000 in cash. Savage (prosecuted under the name Charles Stevens) was indicted on two counts: 1: Stealing a registered mail pouch from a United States mail car at the Union Depot. 2: Feloniously taking and carrying away the same registered mail pouch and its contents. He was sentenced to 5 years for each count, to be served consecutively for a total of 10 years. His case later became a landmark legal precedent (Stevens v. McClaughry in 1913). His attorneys argued that receiving separate consecutive sentences for stealing the pouch and taking the letters inside it constituted double jeopardy for a single continuous act. Federal court agreed, ruling that the second sentence was void, so he was released after completing his single 5-year term. After his release he continued his career as one of the most persistent depot thieves of his era. In August 1918 he pulled off another heist: a Santa Fe mail car in Wichita, Kansas. He was caught and received an 11-year prison sentence. While doing time for the 1918 heist, in July 1921, he filed an application for a writ of habeas corpus in Topeka, Kansas, alleging that his commitment to prison for the Santa Fe heist was "illegal and irregular", drawing from his legal victory in 1913 (Stevens v. McClaughry). He argued that the federal prosecutors in Wichita had repeated the same legal blunder as in his 1908 case: they had broken his single continuous act of burglarizing the Santa Fe car into multiple. . .
