Mertel unterzeichnet als Innenminister eine Amtsverfügung seines Ministeriums für den Grafen Saverio Malatesta, Oberstleutnant der ehemaligen vatikanischen Guardia Civica. Malatesta hatte beim Papst um verschiedenen Privilegien (finanzieller Art und Ehrenrechte) für die Guardia Civica nachgesucht. Mertel berichtet, dass ihn der Kardinalstaatssekretär daraufhin beauftragt habe, ein Dossier über die bisher erteilten Privilegien aus dem Ministerialarchiv zusammenzustellen.
