Should Arizona be allowed to remain a territory? Should the two territories be split up by the Colorado River? Or should Arizona be split into multiple territories, to be incorporated separately at a different time? The author contends that the incorporation of these territories was a matter of balancing political objectives, and that the ultimate decision of Arizona and New Mexico's status was born out of a complex intersection of strategic maneuvering and political compromise.
