In der vorliegenden Untersuchung wird die Wirkung des Emissionshandels auf die herkömmlichen Instrumente mit Hilfe theoretischer und quantitativer Modelle analysiert. Die Ergebnisse zeigen den entscheidenden Einfluss des Emissionshandels für die Wirkung der übrigen Instrumente. Ist nämlich die Höhe der Emissionen durch den Emissionshandel vorgegeben, so tragen weitere Politiken nicht mehr zur Reduktion der Klimagase bei.
