The committee concludes that corn-grain ethanol capacity will reach the conventional target by 2022. The mandate for 16 billion gallons of cellulosic biofuel is unlikely to be met unless technology advances or policy changes. Cost comparisons across cellulosic feedstocks show that none is viable without incentives, even with oil at 111 dollars a barrel. The report expects only a small effect on food and land prices. It argues that RFS2 may do little to cut global greenhouse gas emissions, because direct and indirect land-use change matters so much. It also examines environmental tradeoffs, and an appendix covers the economics of petroleum fuels. Policy alternatives are offered without formal recommendations.
