William III had recently defeated James II in the battle of the Boyne, as the latter attempted to regain the British crown. This act also reminds the population that any and all French alcoholic beverages are forbidden and will be confiscated and destroyed and those involved will receive harsh penalties. As the war with France escalated, the government passed a series of laws banning the importation of French made goods, including alcoholic beverages. To fill this huge gap, the government decided to deregulate the distilling industry and allow anyone to make spirits from corn at a lower tax rate, effectively ending the monopoly of the London Guild of Distillers. In part, this was also aimed at helping British farmers sell their grains domestically. There were, however, requirements that needed to be met. The would-be distillers had to give notice and pay all duties, making only clear, "clean and wholesome" drinks without any sort of additives. It made sense for distillers to use only malted corn in their process as it cost only a penny per gallon of the first extraction; while using imported or domestic material other than corn could cost 8 or even 12 pence per gallon. This major liquor legislation had far-reaching and unintended consequences. It caused the markets to be flooded with cheap booze, leading to public drunkenness, starting what was to be called the Gin Craze. Rare, ESTCR236571 finds only 2 copies, one in the British Library, and another at Oxford University St. John's College. [Distilling Act of 1690] [Alcoholic Beverages-Taxation].
