Bunzl argues that any successful account of explanation must deal with two very different contexts - one static and one dynami…c. Traditionally, theories of explanation have been built for the former of these two contexts. That is to say, they are designed to show how it is that a 'finished' body of scientific knowledge can be put to explanatory use. But finished sciences are few and far between. Real 'explanation' also occurs in a dynamical context in which questions are asked and answers are given as theories are in the process of being constructed. Here, Bunzl argues that attending to explanation produced under these dynamic circumstances undermines prominent features of the theory of explanation produced in the traditional static context.

Monitoring standards for anesthesia have burgeoned to the point that almost every aspect of the specialty is impinged upon by some rule and some 'thou will or thou will not. ' The importation and creation of terminology is exploding. In fact, one of the problems in updating this book was deciding when to stop. The author hopes that the goal of creating a snapshot in time through definitions of commonly used words and phrases has been achieved.

Is the Banc d'Arguin ecosystem relatively isolated from its surroundings and does it function as a tropical pocket in a more temperate surrounding, as suggested by Sevrin-Reyssac (1983); or does it interact with both the Sahara and the Atlantic Ocean At the Banc d'Arguin, the area between the estuarine parts and the open ocean is extremely shallow and largely uncharted. Large research vessels cannot penetrate the shallows, whereas small vessels are often unable to negotiate the outer part of the shallow area due to rough weather conditions. Hence, separate teams report on work at the seaward side of this shallow sill and at the landward side. In addition, other teams address different questions, such as the productivity of the seagrass beds and the benthic fauna, the number of birds spending the summer at the Banc d'Arguin, and the distribution of several taxonomic groups of flora and fauna.

It was hoped that exposurt: to algorithm design methods developed within the algorithm community would stimulate progress in software development for parallel architectures within the transformational community. It was also hoped that exposure to syntax directed methods and pragmatic programming concerns developed within the transformational community would encourage more realistic theoretical models of parallel architectures and more systematic and algebraic approaches to parallel algorithm design within the algorithm community. The workshop Organizers were Robert Paige, John Reif, and Ralph Wachter. The workshop was sponsored by the Office of Naval Research under grant number N00014-90-J-1421. There were 44 attendees, 28 presentations, and 5 system demonstrations. All attendees were invited to submit a paper for publication in the book. Each submitted paper was refereed by participants from the Workshop. The final decision on publication was made by the editors. There were several motivations for holding the workshop and for publishing papers contributed by its participants. Transformational programming and parallel computation are two emerging fields that may ultimately depend on each other for success.

Econometric techniques can also be nonparametric and applied to estimating cost or production frontiers (and not only 'average' functions), while ultimately DEA should be amenable to statistical inference. Perhaps the most valuable feature of all the analyses is their care and ingenuity in putting together the data, measuring variables, and pulling out relevant information. Many of them are not content with an overall output measure, but endeavor to manage with less aggregated measures. Nearly all also include in the estimated models a number of auxiliary variables intended to control for specific attributes of outputs, inputs, or production techniques, and other characteristics of firms.

Monostrategy learning systems can be very effective and useful if learning problems to which they are applied are sufficiently narrowly defined. Many real-world applications, however, pose learning problems that go beyond the capability of monostrategy learning methods. In view of this, recent years have witnessed a growing interest in developing multistrategy systems, which integrate two or more inference types and/or paradigms within one learning system. Such multistrategy systems take advantage of the complementarity of different inference types or representational mechanisms. Therefore, they have a potential to be more versatile and more powerful than monostrategy systems. On the other hand, due to their greater complexity, their development is significantly more difficult and represents a new great challenge to the machine learning community. Multistrategy Learning contains contributions characteristic of the current research in this area.

The assessment and improvement of reliability on the circuit level should be based on both the failure mode analysis an…d the basic understanding of the physical failure mechanisms observed in integrated circuits. Hot-carrier induced degrada tion of MOS transistor characteristics is one of the primary mechanisms affecting the long-term reliability of MOS VLSI circuits. It is likely to become even more important in future generation chips, since the down ward scaling of transistor dimensions without proportional scaling of the operating voltage aggravates this problem. A thorough understanding of the physical mechanisms leading to hot-carrier related degradation of MOS transistors is a prerequisite for accurate circuit reliability evaluation. It is also being recognized that important reliability concerns other than the post-manufacture reliability qualification need to be addressed rigorously early in the design phase. The development and use of accurate reliability simulation tools are therefore crucial for early assessment and improvement of circuit reliability : Once the long-term reliability of the circuit is estimated through simulation, the results can be compared with predetermined reliability specifications or limits. If the predicted reliability does not satisfy the requirements, appropriate design modifications may be carried out to improve the resistance of the devices to degradation.

Howe reviews the current status of this evolution ary paradigm and points out that it has been dismissed by many workers before being adequately tested. This is because ecologists working with the tropical plants and frugivorous birds for which the paradigm was originally developed rarely measure the seed dispersal effectiveness of different disperser species. He indicates that this paradigm still has heuristic value and suggests that several additional ecological paradigms, including the concept ofkeystone species ofplants and frugivores and the role that frugivores play in density-dependent mortality in tropical trees, are worth studying. The concept of seed dispersal quality has been central to discussions of fruit-frugivore coevolution. Schupp thoroughly reviews data bearing on this concept, constructs a hierarchical framework for viewing disperser effectiveness, and points out that disperser effectiveness depends on both the quantity and quality of seed dispersal. Effectiveness, in turn, affects both evolutionary and ecological relationships between dispersers and their food plants.
