Our mission is to support the development, implementation and effectiveness of international agreements and related regional and national initiatives, with particular attention to issues of monitoring, review, legislation and verification. VERTIC publishes its research on verification regimes through a series of openly available publications. The centre also offers training through workshops carried out around the world, as well as through our internship programme. We help governments and international organizations in their efforts to make regimes binding by offering ratification support. VERTIC also assists governments in translating commitments undertaken in international law into national legislation and regulation. We conduct all our work in an objective and impartial manner. There were a number of issues which needed to be resolved in the Conference on Disarmament negotiations on the Comprehensive Test Ban Treaty. Those included the scope of the treaty, the verification arrangements, and how many and which countries must ratify the treaty before it entered into force. Entry into Force (EIF) emerged as an issue with the potential to disrupt negotiations. Monitoring states' compliance with the treaty could not start until it entered into force. The implementation process, including the verification regime, would then be set in motion. Without the verification and other organizational structures in place, the treaty would be ineffective.

In 1993, the International Atomic Energy Agency's (IAEA) Board of Governors' formally requested the IAEA's Standing Advisory Group on Safeguards (SAGSI) to make proposals to tighten the safeguards regime and to make it more efficient. The wish to have a plan of action by the Non-Proliferation Treaty (NPT) Review and Extension Conference in mid-1995 demonstrated international concerns about the continued credibility of the non-proliferation regime given the experiences of Iraq and North Korea. The time-scale was reflected in the working title "Programme 93+2" - two years beyond 1993. Iraq and North Korea were both Non-Nuclear-Weapon States (NNWS) party to the NPT and thus signatories to INFCIRC/153-type model protocols that NNWSs commit to agreeing with the IAEA to verify that nuclear facilities are used for peaceful purposes only. The scenario of an NPT member deliberately embarking on a clandestine programme to develop nuclear weapons was a reality with which the IAEA safeguards system had not been designed to cope.

VERTIC publishes its research on verification regimes through a series of openly available publications. Dr. Patricia M. Lewis is the Research Director, International Security at Chatham House. Her former posts include Deputy Director and Scientist-in-Residence at the Center for Non-proliferation Studies at the Monterey Institute of International Studies; Director of UNIDIR; and Director of VERTIC in London. Dr. Lewis served on the 2004-6 WMD Commission chaired by Dr. Hans Blix; the 2010-2011 Advisory Panel on Future Priorities of the OPCW chaired by Ambassador Rolf Ekeus; and was an adviser to the 2008-10 International Commission on Nuclear Non-proliferation and Disarmament (ICNND) chaired by Gareth Evans and Yoriko Kawaguchi. She holds a BSc in physics from Manchester University and a Ph.D. in nuclear physics from the Birmingham University. Dr. Lewis is the recipient of the American Physical Society's 2009 Joseph A Burton Forum Award recognizing 'outstanding contributions to the public understanding or resolution of issues involving the interface of physics and society'.
