Informal networks based on kinship ties or patron-client relations coexisted uneasily with formal governmental structures and bureaucratized merchant organizations. Subsistence-based trade and plunder by destitute fishermen complemented the grand dreams of sea-lords, profit-maximizing entrepreneurs, and imperial contenders.
